Brajesh Mishra
Brajesh Mishra, India’s first National Security Adviser and the man who supervised the testing and incorporation of nuclear weapons as an integral part of the country’s security strategy, died in New Delhi on September 28, 2012.

Born on 29 September 1928, Brajesh Mishra joined the Indian Foreign Service in 1951. He served as charge d’affaires in Beijing after the 1962 Sino Indian War and was India’s ambassador to Indonesia. He was also Ambassador and India’s permanent representative in Geneva. His last posting was as India’s permanent representative to the United Nations from June 1979 to April 1981. He continued with the United Nations, on deputation, till June 1987.

In April 1991, he joined the BJP and became head of its foreign policy cell. He resigned from the party in March 1998 on becoming principal secretary to the Prime Minister Atal Bihari Vajpayee. From November 1998 to 23 May 2004, he was also the first National Security Advisor and was instrumental in creating an institutional structure for national security management.

He will always he famous as the brain behind India’s nuclear tests in 1998, which effectively changed the country’s strategic direction. It was a calculated risk, but by opening up to the US subsequently, he recalibrated India’s strategic stance from being an international outlier to a significant player on the global stage. He also bequeathed the only nuclear doctrine that India has had. Although it was not officially adopted by the government, it’s the only doctrine that India’s military strategists follow even today.

It was his outreach to the US that not only worked towards ending nuclear sanctions against India, but the Next Steps in Strategic Partnership (NSSP) was actually the precursor to ...and laid the groundwork for .. the 2005 nuclear deal that Manmohan Singh signed with George Bush.

It was Brajesh Mishra again who was the architect of Vajpayee’s outreach to Pakistan in 1999 with the Lahore bus trip.

As Vajpayee’s troubleshooter, he was one of the most powerful principal secretaries the PMO had ever seen. After Brijesh Mishra, the post of principal secretary to the Prime Minister became such a powerful one that it eclipsed the status of cabinet ministers.

He was awarded Padma Vibihushan in 2011.
