Historical personalities
1. Chamunda Raya A minister of the Western Gangas of Mysore, he built the famous statue of Gomatesvara Bahubuli (56.5 feet in height), a Jaina monk, on the top of a hill at Sravana Belgola in AD 982.
2. Chand Bardai The court poet of Prithviraj Chauhan of Ajmer, he was the author of Prithviraj Raso (also called Chand Raisa) which dealt with his patron’s marriage with Samyukta, his life and achievements.
3. Chand Bibi The daughter of Hussain Nizam Shah of Ahmadnagar and wife of Ali Adil Shah of Bijapur, she acquired fame for her defense of Ahmadnagar against Akbar.
4. Charaka the celebrated physician of Kanishka’s period, he was the author of Charaka Samhita, a book on pathology and medicine.
5. Charnock, Job one of the early English traders in India, he laid the foundation of Calcutta in 1690.
6. Charvaka Founder of the earliest materialistic philosophy in India, the Lohayata School, he denied the existence of an imperishable soul, rejected the doctrine of rebirth and asked men to be happy in this life, for the body once cremated can never be formed again.
7. Cotton, sir Arthur Thomas This famous English engineer built irrigation works on the Kaveri, Krishna and Godavari rivers and improved the irrigation system in south India in general.
8. Cotton, Sir Henry An English ICS officer, he occupied several important positions before his retirement in 1902. A leading champion of Indian Nationalism, he became the president of the 20th Session of the INC held in Bombay in 1904.
9. Dara Shikoh The elder son and favourite of Shah Jahan and Mumtaz, he was interested in Sufism and tolerant of all religious faiths. His claim to the throne was contested by his three younger brothers (shuja, Aurangzeb and Murad) which resulted in the war of succession (1656-58). He was ultimately tried on the charge of apostasy and executed by Aurangzeb in August 1659.
10. Das, Chittaranjan  An eminent lawyer who first distinguished himself by successfully defending Aurobindo Ghosh in the famous Alipore Bomb Case. He gave up his lucrative practice to join the Non-cooperation Movement. He presided over the 1922 session of the INC. Along with Motilal Nehru he formed the Swaraj Party within the INC with the declared policy of entering the councils and disrupting their functioning (also known as the policy of ‘responsive cooperation’) He passed away in 1925. Because of his great contribution, he came to be called ‘Deshbandhu’ (friend of the country)

Nuclear Safety Bill
In the year 2010 the UPA government has passed a bill to protect the Nuclear suppliers from the consequences of a Nuclear accident. According to the law that was passed the suppliers cannot be sued even for an accident which was due to the failure of design, and they are not liable for the accidents. Instead the liabilities for the accidents moves over the head of tax payers, government and NPCIL (Nuclear power corporation of India Limited) Even this compensation level has been cealed to a maximum of Rs.2500 crs and No additional compensation.

Even in such a law a clause has been inserted in which NPCIL can sue the supplier and recap the money paid but the victim can not sue them. This was the clause which the suppliers where opposing recently for the past 2 years.

The Russian company Atomstroy export (subsidiary of Rostom) which operates the reactor 3 and 4 at Kudankulam has warned India not to force them to obey the law. If India forces them then the cost of power from the 2 reactor would be increased by the Atomstroy export.

True Base for Nuclear accidents – Design
Some of the famous nuclear accidents such as Fukushima, threemile island and chernobyh reactors shows a strong evidence for the design failure which has lead to the accidents.

Some negatives over the law:
This law also affects the small suppliers from India’s domestic market will also be sued.

Arguments by Nuclear Industry over the law
‘The current law is out of sync with international conventions on Nuclear liability’

This international conventions are created by nuclear manufacturers. During earlier years the American Suppliers tried to impose the burden of liability over the operators when was later followed by suppliers of other country.

A large developed country U.S. has not even joined in international convention. This is because of a law called ‘Price Anderson Act’ which will provide the victim the rights to sue the suppliers. In 1997, US has formed the convention on supplementary compensation for Nuclear Damage (CSC)

Our India’s law is also borrowed from the CSC.

Highlights About India with a Doubt
Jaitapur – The government has decided to by 2 European (ERP) Pressurised Reactor from Areva. NOERP is used in commercial operation in the world. Only in Finland and France its used but it holds a severe construction difficulties.

Two nuclear reactors has been accepted from America which holds a design that has never been built before.

The above two contracts shows the level of risks involved in the accident. In future not only in India but even in other country a new law will be raised in which there will be. No cap on liabilities and suppliers will be held jointly responsible with the operator for damages.

Unfinished HRD Tasks
The New HRD Minister Pallam Raju has moved towards achieving the tasks of RTE (Rights to education Act).

Mr. Pallam Raju and his team with Jittin Prasad and Sashi Tharoor will now move towards the 12th plan to achieve ‘demographic dividend’ by 2020. (i.e.) a population with a minimum age of 29 compared with 37 in US and 38 in China. Several Bills has been created for the younger Indians to develop their education.

4. Strengthen basic schooling and improve by investing on National vocational Educational Qualification Framework.
5. Improve the quality of teaching in school – Justice verma committee has identified many inadequate teacher training institutions in schools.
